My idea is so basic and will not stop them but it may work for a while like everything Yahoo do theirself.

Only a 32 x 50 second delay to get the bots boosted to 50 games, if the original person had enough motive to spam a room. Then there's the problem of all the potential new players that would be disgruntled. I sure as heck would be frustrated if I couldn't chat until i played 50 games! Also, some leagues DO allow provisionals to join.
